A new paradigm has emerged, supported by a growing literature. Urbanization in the developing world was once considered too fast and unmanageable, something to be resisted and controlled. For many today, the question is not one of how to contain urbanization, but rather how to prepare for it – reaping the benefits of economic growth associated with urbanization while proactively managing and reducing the negative externalities of congestion, crime, informal settlements and slums.
