Outlines the coherence parameters and the landscape of challenges, tensions and opportunities using a Futures Thinking approach in order to arrive at recommendations that will enhance policy coherence for South Africa’s development towards a KS. The Futures Thinking approach includes the identification of global trends, internal drivers and signals that indicate transitions or tensions in ICT Infrastructure. These are used to develop plausible future scenarios according to the Alternative Futures archetypes: Growth, Discipline, Collapse and Transformation. The scenarios in turn indicate aspects of policy coherence recommendations that are required for policy coherence, no matter which of the scenarios eventually happens. The main theme from the analysis is The Knowledge Infrastructure - Digital Advantage in the midst of extreme inequality. The sub-themes deal with rolling out broadband to all, ICT innovations and fast-tracking of government service delivery.
