Notes that the application of knowledge to generate new products and services will have to include five “grand challenges” as a mechanism to create focus and developing a research agenda with specific national outcomes. It will have to be ensured that innovation as a national competence is strengthened by appropriate mechanisms (i.e. TIA; Centres of Competence). The country’s ability to generate knowledge including early stage research areas will have to be enhanced. Infrastructure will have to be improved and research enterprise will have to be internationalised.
