African countries have increasingly adopted devolution as a strategy to improve governance and remedy institutional deficiencies that highly centralized governments have engendered. These comprise bureaucratic inefficiencies, poor accountability and transparency, unequal distribution of resources and low levels of community participation in local development. Despite a general consensus for the need of devolution in Kenya, the debate on the nature and mechanisms for achieving this remains a highly controversial subject. Presents a critical review of past and existing frameworks of decentralisation in Kenya. Provides logical explanations on the necessity for devolution whilst at the same time highlighting its inherent risks.
