This study looks at the issue of youth unemployment and examines to policy responses to it. It is not, however, intended to provide a blueprint for solving this particular problem: national and regional contexts vary widely across the world and policies that work in one country may not be feasible in another because of institutional, social, cultural and/or economic differences. Aims to rather put forward a number of recommendations on the principles that should guide policy, and to establish the basic elements that policies need for their design and implementation to be successful.
